  Flare v1.14.0 lands on July 14

  The Avalanche 1.14.0 upgrade activates on Flare mainnet on July 14. A hard 500 Gwei C-chain base fee floor takes effect, the validator stake cap rises to 300M FLR, and minimum validators fees are hard set to 20%.
