The Flare codebase upgrade to Avalanche 1.14.0 is scheduled to activate on July 14, 2026 at 12:00 UTC. Three important protocol changes ship with the release:
- A hard 500 Gwei C-chain base fee floor. The base fee floor today is set at 1 wei, though actual base fee tracks demand and has sat well above 1 wei for over a month. The new floor is the first time the minimum will actually bite typical transactions.
- Max validator self-bond + delegations rises from 200M to 300M FLR. This will allow infrastructure providers to increase their staking capacity, in view of an expected move of WFLR delegators to staking.
- Min validator delegation fee will be set to 20%, to ensure a healthy income stream for infrastructure providers.
These changes continue the ongoing FIP.16 tokenomics redesign, alongside the inflation cut and APR reset that landed recently.
What the base fee increase means in practice
While 500 Gwei is the minimum, the actual base fee will still rise above it under demand. What changes is the bottom of the range: transactions can no longer pay less than the floor, however quiet the network is. The table below shows what that floor implies for common transactions:

For day-to-day users, the absolute numbers remain small, and even for busy-network scenarios they will likely only go in the range of 1-10 FLR for heavy gas usage transactions.
Who actually feels it
The transactions most exposed are the ones that pay gas thousands of times and rely on cheap off-peak windows: arbitrage bots.
Our rough estimate puts the average arbitrage tx profit on Flare mainnet around $0.15. After the fork, even at the bottom of the demand cycle a heavy swap pays 1 FLR or more in gas just from the floor — eating a meaningful slice of that margin. We thus expect bots to retune routing aggressiveness and the thinnest opportunities to drop out.
These network dynamics will be interesting to follow, especially with the MEV-capture mechanism proposed in FIP.16.
